Atlas is the common operational picture of Verity Command: an animated geospatial surface where every layer carries its source, every contact carries its confidence, and every approval is bound to the exact content in front of the person approving it.

Approval is bound to the hash of the content shown. Amending the text after approval invalidates it — the system will not carry an approval forward onto different words.
What it does
Atlas is a functional operational surface, not decorative cartography. Each element on the map is an object in the Reality Graph, and every action that begins on the map passes through the Authority Kernel.

Approval in Atlas
Approval flows start on the surface but are decided elsewhere. When an operator approves an order or advisory, the approval is signed against a digest of the exact content displayed, on an authenticator bound to that person. The Authority Kernel accepts it only for that digest. Edit one word and the approval must be given again.
Where an action class requires a quorum, Atlas shows who has signed and who has not, and the request remains pending rather than proceeding on a partial set of approvals.
