How a decision travels

  1. ObserveA contact enters the Reality Graph with its source, confidence and label, or it does not enter at all.
  2. RecommendAtlas or the Mission Engine proposes an action. A proposal carries no authority.
  3. AuthorizeThe Authority Kernel evaluates identity, device, delegation, classification and policy. Any deny wins.
  4. RecordThe signed decision is committed to the Evidence Ledger with trusted time.
  5. ActOnly now does the enforcement point release the tasking, message or record change.
